The House and Senate are negotiating budget bills to support tax cuts. To pay for the tax credits, the House Budget Committee has asked authorizers to find $880 B in cuts and the Senate Budget Committee is looking for $1 B. We know Medicaid is a primary target to pay for the tax credits. If Congress cuts Medicaid, states will not have the federal funds needed to pay for the vital services that ensure students with disabilities have adequate educational opportunities and jeopardize $7.5 billion in funding for school-based Medicaid services.

The proposed cuts threaten access to services for millions of children with disabilities who rely on Medicaid to receive services, technology and other support at school.

Message:

Dear Member of Congress, I am your constituent and the parent of a child with a disability/a family member of a child with a disability/a professional in the special education field. I am writing to ask you to OPPOSE ANY PROPOSAL TO CUT MEDICAID to pay for tax credits in the budget reconciliation package. Any cuts to Medicaid will be disastrous to individuals with disabilities and families including those who rely on Medicaid services at school. Specifically, cuts to Medicaid will directly harm access to specialized instruction and support personnel (e.g., nurses, speech/occupational therapists, school psychologists) and the services they provide including diabetes/asthma management, speech/occupational therapy, assistive technology, specialized equipment, transportation, and other school-based services. While children currently comprise almost half of all Medicaid beneficiaries, less than one in five dollars is spent by Medicaid on children. The $7.5 billion spent in Medicaid to pay for school-based support is a cost-effective and efficient provider of essential services for children. School-based Medicaid programs serve as a lifeline to children who can’t access critical health care and health services outside of their school. Please don’t take away Medicaid funding that supports millions of children with disabilities.
